That is a good question. Actually Germany has no government since last September, so I don't know who is responsible for this. What I have read so far it is an offer from the old Defense Minister who is still in office until there is a new government. If it is voluntary I am not sure. There have been many complaints from a president on the other side of the ocean that Germany is not wasting enough money for military.
