According to the International Study on Computer and Information Literacy (ICILS), Germany's youth have only average skills. ICILS compared IT skills in 12/13-year-old children in over twenty education systems worldwide.

is this really a concern? Thinking skills are more important than "digital literacy" in children.

Yes, it is about these thinking skills that they are concerned about and especially about an inequality that is growing.
