Its codenamed Steelwinter and is part of a 100 million dollar investment program. The supercomputer will crack heavy cryptology and analyze the vast amounts of data Norwegian Inteligence Service (NIS) collects.

That would be cheaper than some desktop PCs.
«NIS has received a four-fold increase (approximately US$100M) in their budget to support this effort», the document says.So it is not just this computer, but also other surveillance expenses.
The budget increase of about 600 million Norwegian kroners, is spread over the next five years.
