(1) Der Bundesrat tritt erstmalig am Tage des ersten Zusammentrittes des Bundestages zusammen.
(2) Bis zur Wahl des ersten Bundespräsidenten werden dessen Befugnisse von dem Präsidenten des Bundesrates ausgeübt. Das Recht der Auflösung des Bundestages steht ihm nicht zu.

(1) The Bundesrat shall convene for the first time on the day the Bundestag first convenes.
(2) Until the election of the first Federal President, his powers shall be exercised by the President of the Bundesrat. He shall not have authority to dissolve the Bundestag.
